1. Introduction
The Marion Ralls Regional Port Authority (MRRPA) is soliciting Statements of Qualifications from qualified transportation engineering firms to conduct a Traffic Impact Study for a greenfield port development site located along Highway 24 in West Quincy, Missouri (postal address Taylor, MO). The purpose of this study is to evaluate current and projected traffic conditions and recommend improvements to safely and efficiently accommodate increased freight and pedestrian traffic.

2. Project Overview
The MRRPA site is currently accessed via a left-hand turn lane from the westbound side of four-lane Highway 24, which currently requires vehicles to cross two lanes of eastbound traffic. As site development progresses, truck and freight traffic will increase significantly, with some commuter traffic activity expected as well. The Port Authority seeks to evaluate access and safety concerns and determine appropriate infrastructure or operational improvements. The study must meet all Missouri Department of Transportation (MoDOT) requirements and will be funded through a combination of state and local sources.

3. Scope of Services (Summary)
The selected firm will be responsible for: – Data collection and analysis of existing conditions – Traffic volume and movement forecasts – Safety assessment and crash history review – Evaluation of turning movements and access challenges – Recommendations for traffic improvements or redesigns – Coordination with MoDOT for review and compliance – Preparation of a final report meeting MoDOT standards A detailed scope of services will be negotiated with the selected firm.

5. Submission Requirements
Firms responding to this RFQ must include the following: – Statement of interest – Firm overview and key personnel – Relevant project experience, especially MoDOT-compliant traffic studies – Approach to similar traffic study projects – Resumes of lead staff assigned to the project Please limit your submission to 15 pages, excluding resumes.

6. Evaluation Criteria
MRRPA will evaluate submissions based on the following: – Experience with similar traffic studies and public-sector clients (35%) – Familiarity with MoDOT traffic study requirements (25%) – Qualifications of key personnel (20%) – Quality of past work and client references (10%) – Understanding of the project’s context and needs (10%)

7. Timeline
Responses are due by May 7, 2025, at 5:00 PM CST. The selected firm will be notified, and negotiations will begin shortly thereafter. The anticipated project timeline is 3 to 6 months from notice to proceed.
